Mandates expulsion for at least one year for students who commit nonconsensual sexual activity, sexual assault, or attempted sexual assault at school, school-sponsored events, or school-related activities

Defines covered offenses as: using force or threat of force for nonconsensual sexual acts, sexual penetration using force or threat, or taking substantial steps toward committing sexual assault with intent

Allows the superintendent to modify the one-year minimum expulsion on a case-by-case basis, with the school board able to further modify the superintendent's determination

Requires expulsions to be applied consistent with the federal Individuals with Disabilities Education Act (IDEA)

Permits expelled students to be eligible for transfer to an alternative school program
