Amends the Governmental Joint Purchasing Act to allow Illinois agencies to use joint purchasing for contracts procured by agencies of other states

Modifies multiple sections of the Illinois Procurement Code (30 ILCS 500) including Sections 1-10, 1-15.15, and 10-20, and adds new Section 1-15.72
