Amends the Open Space Lands Acquisition and Development Act to require the Department of Natural Resources to prioritize grant projects incorporating universal design elements that exceed federal ADA accessibility standards

Defines universal design elements to include poured-in-place rubber surfacing, synthetic turf, and continuously accessible surfacing routes for enhanced mobility

Requires multiple wheelchair-accessible entry points, additional ramps for play equipment, and ground-level and elevated play components for individuals with diverse physical abilities

Mandates inclusion of inclusive swings and seating, multi-sensory play elements (tactile panels, musical features), and shaded areas for individuals with sensory sensitivities

Directs the Department to adopt rules establishing priorities and a scoring matrix for these accessibility features in the grant application review process, effective immediately upon becoming law
