Mandates that ballots be prepared for each parcel on the district's assessment roll, showing the parcel identification, acreage, and owner names on the face of each ballot

Establishes that willfully misrepresenting eligibility to cast a ballot constitutes a Class A Misdemeanor, while election judges may rely on voters' representations of ownership without independent verification
