Establishes a voluntary public financing system for candidates running for Governor, Secretary of State, Attorney General, State Treasurer, State Comptroller, State Senate, and State House of Representatives, beginning with 2028 elections

Creates the Illinois Clean Elections Fund, funded by $40 million annually from income tax revenues starting January 1, 2027, plus a $3 voluntary tax return checkoff and qualifying contributions

Requires participating candidates to collect $5 qualifying contributions from registered voters (number equal to petition signature requirements) and limits seed money contributions to $100 per individual, with caps ranging from $5,000 for House candidates to $50,000 for gubernatorial candidates

Certified candidates must limit campaign spending to funds distributed from the Clean Elections Fund and cannot accept other contributions after certification

Administered by the State Board of Elections, which will certify candidates within 3 business days of meeting requirements and publish annual estimates of available funding
