Expands groundwater withdrawal restriction authority from Districts in counties with populations over 100,000 along the Mackinaw River to all Districts in counties with populations exceeding 10,000 throughout Illinois

Requires findings from reviews of proposed high-capacity well withdrawals to be posted on a publicly available website rather than simply "made public"

Changes permissive "may" to mandatory "shall" for Districts recommending groundwater restrictions to the Department of Agriculture when investigations confirm water supply failures caused by lowered groundwater levels

Requires the Department of Agriculture to propose an alternate recommendation when it disagrees with a District's groundwater restriction recommendation, rather than making this optional

Allows groundwater restrictions to be "lifted or modified" based on changed conditions, rather than requiring restrictions to be lifted when conditions change
