Prohibits contractors from soliciting home repair contracts while a loss-producing event is ongoing, while emergency personnel are present at damaged premises, or between 7:00 p.m. and 8:00 a.m.

Bars in-person contractor solicitation for 72 hours following a Governor's disaster proclamation, unless the homeowner initiates contact first.

Amends the Illinois Home Repair and Remodeling Act (815 ILCS 513/18) to add new consumer protections during emergencies and disasters.

Local government regulations may impose additional or stricter requirements beyond these state-level restrictions.
