Increases in-home services rates to $33.92 per hour, effective January 1, 2027, subject to federal approval, to support a minimum wage of $20.75 per hour for direct service workers.

Requires providers to pay direct service workers at least $20.75 per hour and certify compliance with the Department on Aging to receive the increased rate.

Mandates that in-home service providers spend at least 79% of total payments received for home care aide services on direct service worker compensation, up from the current 77% requirement.

Prohibits reduction of fringe benefits in connection with the rate increases and requires rates in subsequent fiscal years to be no lower than the newly established rates.

Requires providers to submit annual cost reports to the Department to remain eligible for the $33.92 rate.
