Renames the Responsible Outdoor Lighting Control Act to the "Dark Sky Act" and expands outdoor lighting requirements to all State agencies beginning December 1, 2026

Requires new or renovated outdoor luminaires purchased with State funds to meet responsible lighting standards, including maximum 3,000 Kelvin color temperature, fully shielded designs, and limits on light emissions above 80 degrees from nadir

Mandates that nonessential outdoor lighting (landscape, decorative) be extinguished between 10 p.m. and sunrise, with exceptions for businesses operating later hours

Establishes an exemption process through the Department of Central Management Services, which must grant or deny requests within 30 days or the exemption is automatically granted

Maintains existing Department of Natural Resources lighting standards (2,700 Kelvin limit, 2,200 Kelvin in environmentally sensitive areas) while adding that stricter State agency requirements in Section 22 will prevail when applicable
