Renames the Genetic and Metabolic Diseases Advisory Committee to the Universal Newborn Screening Advisory Committee and updates corresponding statutory references

Requires the Committee to hold quarterly meetings beginning July 1, 2026, and to propose a timeline for completing condition reviews within 12 months of the Act's effective date

Mandates review of specific conditions for potential addition to the newborn screening panel, including Sanfilippo syndrome type A, Morquio syndrome type A, Maroteaux Lamy syndrome, Sly syndrome, and Batten disease type 2, to be completed by October 1, 2028

Requires the State Laboratory to implement screening for approved conditions within 12 months of Department notification, with annual reports to the General Assembly and Governor's office beginning December 31, 2027

Takes effect immediately upon becoming law
