Amends Section 1A-55 of the Illinois Election Code to reconcile conflicting changes made by Public Act 100-587 and Public Act 100-623 regarding election cybersecurity provisions.

Standardizes terminology throughout the statute, changing "cyber security" to "cybersecurity," "cyber attacks" to "cyberattacks," and "Cyber Navigator Program" to "cyber navigator program."

Requires the Board of Elections to allocate at least half of federal Help America Vote Act funds to the cyber navigator program, which supports election authorities in defending against cybersecurity breaches and recovering from cyberattacks.

Mandates that election authorities must participate in the cyber navigator program managed by the Board to be eligible for grants from the remaining Help America Vote Act funds.

Allows the Board to distribute remaining federal funds for purposes including maintenance of secure collection sites for vote by mail ballot returns.
