Amends the Illinois Election Code to change post-election retabulation requirements from 5% of precincts to 5% of election day equipment used within an election jurisdiction.

Requires the State Board of Elections to randomly select voting devices for retabulation after election day, ensuring every early voting device and all election day equipment has an equal mathematical chance of selection.

Applies to jurisdictions using in-precinct counting equipment, including both Precinct Tabulation Optical Scan Technology and Direct Recording Electronic Voting Systems.

Maintains existing requirements for retabulating 5% of early voting devices and testing computer programs as part of the verification process.

Political party representatives, election officials, and civic organizations must receive prior written notice of retabulation procedures and may observe the process.
