Department of Human Services required to establish a Project Success pilot program coordinating services between schools, community organizations, and state agencies to improve child and family well-being

Pilot program operates in East-Central Illinois communities within Champaign and Vermilion counties, including Champaign, Urbana, Danville, Rantoul, and several other municipalities

Participating communities must establish local governing boards composed of one-third parents, no more than one-quarter school personnel, and remaining members from service providers, hospitals, law enforcement, and local officials

Services include violence prevention, mentoring, tutoring, health education, substance abuse treatment, mental health services, and nutrition assistance for children and families

Creates the Project Success Pilot Program Fund in the State treasury, with implementation subject to appropriations and private funding; Department must hire a Project Coordinator and publish annual reports on program outcomes
