Amends the Firearm Concealed Carry Act to allow nonresidents aged 21 or older to carry concealed firearms in Illinois if they hold a valid permit from a state recognized by Illinois State Police and are legal U.S. residents

Illinois State Police must recognize concealed carry permits from states with training requirements substantially similar to Illinois or from contiguous states (Iowa, Missouri, Wisconsin, Indiana, Kentucky) that have reciprocal agreements

Nonresidents carrying under this provision are subject to all the same laws and restrictions as Illinois concealed carry license holders

New Illinois residents may continue using their out-of-state concealed carry permit for 90 days after establishing residency through voter registration, obtaining an Illinois driver's license/ID, or filing for homestead tax exemption

Takes effect immediately upon becoming law
