FOID card renewal applications must be automatically granted if the Illinois State Police fails to process them within 60 business days, provided the applicant submitted before their card expired and is not subject to revocation or suspension.

Illinois State Police failure to approve or deny any FOID application within required timeframes (30 days for new applications, 60 business days for renewals) constitutes a civil violation.

Civil penalties of up to $500 per violation may be imposed, with each day of continued delay counted as a separate violation.

Penalty funds collected would be deposited into the General Revenue Fund through the State Treasurer.

Amends the Firearm Owners Identification Card Act (430 ILCS 65/5); introduced January 29, 2026 by Senator Dale Fowler.
