Creates the Tamms Minimum Security Unit Task Force to study repurposing the facility and its property for public benefit

Repurposing options to be studied include mental health services, health services, public safety and law enforcement training, fire services, and medical training

Task Force membership includes 11 members: a chair appointed by the Lieutenant Governor, 4 legislative members (2 from each chamber), the Director of Corrections or designee, representatives from labor, Shawnee Community College, Southern Illinois University, the mayor of Tamms, and an Alexander County representative

Members serve without compensation; the Task Force meets twice per year or at the Chairperson's call, with administrative support from the Department of Corrections

Report with recommendations due to the Governor and General Assembly by December 31, 2027; Task Force dissolves January 1, 2028, with provisions repealed January 1, 2029
