Requires facilities to test biosolids for PFAS (perfluoroalkyl and polyfluoroalkyl substances) at least annually before land application, with results submitted to the Illinois EPA at least 14 days prior; Exceptional Quality biosolids require quarterly testing

Establishes three PFAS concentration thresholds: low (below 20 micrograms/kg) allows unrestricted application, elevated (20-100 micrograms/kg) limits application to 1.5 dry tons per acre or requires alternative mitigation, and industrially impacted (100+ micrograms/kg) prohibits land application entirely

Mandates written notification to landowners identifying PFAS concentrations and any applicable restrictions before biosolids are applied to their land

Requires facilities to retain PFAS sampling records, notifications, and mitigation plans for a minimum of 5 years and make them available to the Illinois EPA upon request

Directs the Illinois EPA to propose and the Pollution Control Board to adopt implementing rules covering analytical methods, sampling protocols, and compliance timelines
