Amends the School Code to exclude students with IEPs receiving speech-language pathology services for mild speech disorders from classroom percentage caps, provided their general education instruction requires no modifications or accommodations

Requires students with IEPs receiving speech-language pathology services for moderate to severe speech disorders to be counted toward classroom percentage limits for students with IEPs

Defines speech disorder severity levels: "mild" does not interfere with academic or social functioning; "moderate" may interfere and requires modifications; "severe" interferes and requires modifications

Clarifies terminology by changing "speech services" to "speech-language pathology services" as defined in Section 14-6.04 of the School Code

Maintains requirement that school districts ensure classroom composition does not interfere with providing free and appropriate public education to any student
