Amends the Children's Mental Health Partnership's duties to focus on reviewing needs assessments rather than conducting research assessments, and adds responsibility for monitoring policy development at local, state, and federal levels

Requires the Partnership to regularly review aggregate, de-identified data from the Behavioral Health Care and Ongoing Navigation (BEACON) portal to drive data-informed system transformation

Expands the adjunct youth council from up to 6 youth aged 14-25 to up to 10 youth aged 16-25, while reducing required community-based organization representatives from a minimum of 4 to up to 4

Adds sexual orientation to the diversity criteria for public member appointments and eliminates expense reimbursement for Partnership members

Changes the annual report deadline from December 30 to December 15 and removes the Partnership's authority to convene study groups or accept monetary gifts
