Limits fee increases for document recording by units of local government, State agencies, and public utilities in first and second class counties to once annually, rather than at any time.

Amends Section 3-5018.2 of the Counties Code governing predictable fee schedules for recording deeds, mortgages, leases, easements, and other documents.

Maintains existing minimum recording fees structure, including the $18 Rental Housing Support Program State surcharge and minimum $13 county fee for most document classes.

Requires any fee increases beyond the minimum amounts to be justified by a cost study demonstrating fees are insufficient to cover service costs.
