IL SB3146

Creates the 340B Drug Pricing Program Reporting Act requiring covered entities with Illinois service addresses to annually report participation data in the federal 340B drug discount program to the Department of Public Health by April 1, beginning in 2027.

Mandates reporting of aggregate drug acquisition costs, payments received, contract pharmacy payments, number of claims, and how savings are used for charity care or community benefits, broken down by payer type (commercial, Medicaid, Medicare, uninsured).

Requires the Department of Public Health to prepare and publish an aggregated report by November 15 annually, submitted to the General Assembly and posted on the Department's website, while keeping individual entity data confidential.

Imposes a $1,000 per day fine on covered entities that fail to report required information by the deadline.

Allows pharmaceutical manufacturers to request dispensation data from covered entities for investigating duplicate discounts or diversion; the Act automatically repeals on January 1, 2031.
