Authorizes the Illinois Emergency Management Agency and Office of Homeland Security to make grants promoting public safety radio interoperability, consistent with standards set by the Illinois Statewide Interoperability Executive Committee.

Prioritizes grant funding for public safety agencies in counties with populations under 75,000 that lack land mobile radio communication interoperability.

Restricts grant eligibility to public safety agencies using P25 CAP-verified (Project 25 Compliance Assessment Program) technology that complies with current SAFECOM Guidance on Emergency Communications Grants from CISA.

Allows the Agency to adopt rules necessary to implement the radio interoperability grant program.
