IL SB3151

Creates the Community College Economic Empowerment Act, providing $1,000,000 per year in additional funding to community college districts whose primary campus is located within an enterprise zone, HUBZone, or within 2 miles of an opportunity zone

Funds must be used exclusively for educational programs, workforce development, community engagement, infrastructure improvements, and activities directly benefiting students and local communities

Requires eligible colleges to submit funding requests to the Illinois Community College Board for verification of location criteria and ongoing eligibility

Mandates annual reporting from recipient colleges on funds received, expenditures, and measurable impacts on economic development, student enrollment, and workforce outcomes; the Board must compile and submit a summary report to the General Assembly

Implementation is subject to appropriation by the General Assembly; effective immediately upon becoming law
