Illinois Student Assistance Commission must establish the Adult Learner Flexible Education Grant Program for adults over age 25 pursuing online postsecondary education, effective July 1, 2026.

Grants up to $5,000 apply only to tuition and mandatory fees at qualified not-for-profit institutions with federal loan default rates not exceeding 10%.

Eligible applicants must be Illinois residents, U.S. permanent residents, enrolled in programs with at least 60% online instruction, and must not already hold a bachelor's degree.

Priority for grant distribution goes to students ineligible for other state financial aid, those with greatest financial need, and first-generation college students.

Up to 3% of program appropriation may be used for administrative costs, and grants cover two semesters or equivalent terms per academic year.
