Eliminates fishing and hunting license fees for Illinois resident Gold Star Family members, covering annual and 3-year fishing licenses, sportsmen's combination licenses, and hunting licenses.

Defines Gold Star Family members as immediate relatives of U.S. Armed Forces members who died in battle or in support of military activities, including parents, children, siblings, or other loved ones.

Requires Gold Star Family members to provide verification of their status at one of the Department of Natural Resources' 5 regional offices.

Directs the Department of Natural Resources to adopt rules establishing eligibility criteria and acceptable verification documentation for Gold Star Family member status.

Takes effect immediately upon becoming law.
