IL SB3157

Establishes the Lubricant and Related Product Producer Responsibility Act requiring manufacturers of automotive lubricants, antifreeze, engine oils, greases, and related fluids (up to 15 gallons) to register with a producer responsibility organization and fund proper disposal through household hazardous waste facilities

Prohibits unregistered producers from selling, importing, or distributing covered products in Illinois after plan approval or January 1, 2032, whichever comes first

Requires the producer responsibility organization to submit a responsibility plan to the Illinois EPA within 12 months of the Act's effective date, with the EPA having 6 months to approve, partially approve, or disapprove the plan

Creates the Lubricant and Related Product Producer Responsibility Fund in the State treasury, funded by producer fees and violation penalties, to reimburse lubricant service providers for collection, transportation, and processing costs

Mandates a free, convenient collection and management system for residents within 24 months of plan approval, with local governments required to give one year advance notice before ceasing service as lubricant service providers
