Removes the Secretary of State's authority to suspend or revoke driving privileges for violations involving emergency vehicle approach that resulted in death of another person.

Authorizes fees to be imposed when a motor vehicle is used in the commission of domestic battery or violation of an order of protection.

Exempts official State vehicles and their State employee operators from local enforcement actions.

Grants the Illinois State Police authority to collect administrative fees from tows.

Allows motorcycles to display white light from high intensity discharge lamps or lights of yellow or amber tint, and creates aggravated offense for operating motorcycles on one wheel while violating school zone or construction zone speed limits.
