Extends state-funded SNAP benefits eligibility to humanitarian immigrants who are ineligible for federal benefits solely due to citizenship or immigration status but otherwise meet financial and nonfinancial eligibility requirements.

Defines eligible humanitarian immigrant categories including refugees, asylum recipients, T and U visa holders and applicants, victims of trafficking or torture, battered spouses/children of U.S. citizens or permanent residents, and certain Hmong/Highland Laotian tribal members.

Exempts individuals without legal work authorization from statutory work requirements for receiving benefits under this program.

Excludes individuals residing in institutions or settings that provide the majority of their daily meals from SNAP benefit eligibility.

Requires state funds to cover benefits when federal funding is unavailable, with implementation contingent on federal approval if required; takes effect immediately upon enactment.
