Prohibits political subdivisions and state agencies from implementing election policies or practices that result in disparate voter participation outcomes or impair political participation opportunities for members of protected racial, color, or language minority groups.

Bans election methods (at-large, district-based, or share-based) that dilute the voting power of protected class members, requiring alternative methods if racially polarized voting patterns impair minority groups' ability to elect candidates of their choice.

Requires redistricting plans for Legislative and Representative Districts to provide adequate representation for protected classes and prohibits plans that impair minority voters' ability to participate in elections or elect preferred candidates.

Mandates that local election authorities provide language assistance for elections in political subdivisions meeting specified conditions, creating a new Language Access in Elections Article in the Election Code.

Effective July 1, 2026, with courts required to liberally construe voting provisions in favor of protecting ballot-casting rights, voter registration, and equitable access for protected class members.
