State agencies may execute administrative contract actions—such as minimum/prevailing wage adjustments, Consumer Price Index-based price changes, and product substitutions not affecting pricing—without prior review by State purchasing officers or procurement compliance monitors.

Removes the statutory requirement that State purchasing officers owe a fiduciary duty to the State.

Removes the statutory requirement that procurement compliance monitors owe a fiduciary duty to the State.

Amends Sections 10-10 and 10-15 of the Illinois Procurement Code (30 ILCS 500).
