Requires DCFS to consult with the Statewide Youth Advisory Board to evaluate existing transition programs, identify new programming supporting youth independence, and improve communication about transitional services to youth in care.

Mandates DCFS develop procedures by July 1, 2027 allowing youth or their representatives to request accountings of financial decisions made on their behalf, with written responses within defined timeframes and steps for correcting errors.

Requires age-appropriate financial literacy guidance for youth in care regarding their Social Security benefits, Supplemental Security Income, veterans benefits, or Railroad Retirement benefits.

Establishes requirements for written and verbal notice to youth about scheduled STAR (Successful Transition to Adulthood Review) hearings, and obligates residential treatment centers, group homes, and transitional living programs to ensure youth attendance at these hearings.

Amends the Juvenile Court Act to require courts to allow minors to express their goals, preferences, and concerns about transitioning to independence, and to review DCFS compliance with supporting meaningful youth engagement in STAR hearings.
