Amends the Mental Health and Developmental Disabilities Code to protect the identity of medical and mental health professionals who report individuals deemed a "clear and present danger" to themselves or others to the Department of Human Services

Reporter identities cannot be disclosed to the subject of the report unless ordered by the Firearm Owner's Identification Card Review Board or a court with appropriate jurisdiction under the Firearm Owners Identification Card Act

Grants civil liability protection to the Department of Human Services and its employees or agents for damages arising from disclosure or non-disclosure of information released in accordance with the Firearm Owners Identification Card Act

Applies similar confidentiality and liability protections under the Mental Health and Developmental Disabilities Confidentiality Act for reports made to Illinois State Police regarding firearm owner identification card eligibility determinations
