Amends the Illinois Insurance Guaranty Fund Article to extend the sunset date for provisions allowing the Fund to participate in marshaling and distributing insolvent company assets from 5 years after Public Act 102-396 (August 2021) to 5 years after this new act's effective date

Extends the Fund's authority to contract with the Office of Special Deputy Receiver for consulting and claims administration services by resetting the 5-year expiration period

Establishes Cook County as the exclusive venue for all lawsuits against the Illinois Insurance Guaranty Fund arising under this Article

Exempts the Fund from posting appeal bonds in appeals related to causes of action under this Article

Takes effect immediately upon becoming law
