Prohibits video streaming services serving Illinois consumers from transmitting commercial advertisement audio louder than the accompanying video content, effective July 1, 2027

Requires compliance with the same audio loudness standards established by the Federal Communications Commission under the federal CALM Act (Public Law 111-311) for television broadcasters and cable operators

Defines "video streaming service" as entities delivering video programming or content directly to consumers via internet protocol, excluding services without commercial advertisements

Amends the Public Utilities Act by adding Section 22-504 and modifying Section 22-501 to include new definitions for "video programming" and "video streaming service"

Does not create a private right of action for violations of the advertisement volume requirements
