Amends the Real Estate Appraiser Licensing Act of 2002 to require licensure for "data collectors" who gather property information for appraisals supporting mortgages

Defines "data collector" as a person hired by an appraisal management company or mortgage lender to inspect and collect data and pictures of real estate that will be provided to an appraiser as the sole basis for preparing a mortgage-supporting appraisal

Makes acting as an unlicensed data collector a Class A misdemeanor for a first offense and a Class 4 felony for subsequent offenses
