Amends the Illinois Health Facilities Planning Act to formally define "Certificate of Need" (permit) and "Certificate of Exemption" as distinct authorization types for health care facility activities and transactions

Grants the Health Facilities and Services Review Board authority to review applicable criteria when considering exemption applications, and to approve, deny, or defer applications for both Certificates of Need and Certificates of Exemption

Adds "discontinuation" as a separately defined term, meaning the voluntary or involuntary cessation of a health care facility's operation or category of service, removing it from the "construction or modification" definition

Establishes that the integrity of both the permit and exemption processes will be ensured through ethical practices and effective communication, replacing previous language about "revised ethics and communications procedures"

Maintains cost containment and support for safety net services as central requirements of both the Certificate of Need permit and Certificate of Exemption processes
