Requires covered entities operating in Illinois that process children's data (users under 18) to do so in a manner consistent with the "best interests of children," avoiding practices that cause physical, financial, psychological harm, or privacy intrusions

Applies to businesses with annual gross revenues exceeding $25 million, those processing data of 50,000+ consumers/households/devices, or those deriving 50%+ of revenue from selling personal data

Mandates completion of data protection impact assessments for online services, products, or features reasonably likely to be accessed by children, with documentation requirements

Prohibits "dark patterns" (user interfaces designed to manipulate or impair user decision-making) and establishes enforcement authority through the Illinois Attorney General

Creates the Age-Appropriate Design Code Enforcement Fund and defines developmental age stages (0-5, 6-9, 10-12, 13-15, 16-17 years) to guide age-appropriate design requirements
