AI tool providers with over 1 million monthly users must embed machine-readable provenance labels in any AI-generated or AI-altered images, videos, or audio content, including the provider name, AI version, timestamp, and unique identifier.

Large online platforms with over 2 million monthly users must detect and display provenance labels on distributed content, preserve label data, and allow users to inspect provenance information.

Capture device manufacturers must include opt-out provenance labeling by default on new devices sold in Illinois, embedding metadata about the device and creation time.

Violations carry civil penalties up to $5,000 per offense, enforceable by the Attorney General, with the Act taking effect January 1, 2027.
