Amends the Illinois Dental Practice Act to allow dental hygienists practicing in community health centers to administer local anesthesia after completing a Department-approved training program under general supervision of a dentist

Requires community health centers to adopt written policies establishing supervision by a dentist or physician when local anesthetics are administered, and ensures a dentist or physician is physically present in the clinic during administration

Defines "community health center" as federally qualified health centers (FQHCs), FQHC Look-Alikes, migrant health centers, and health care programs for homeless or public housing residents supported under the federal Public Health Service Act

Specifies that public health dental hygienists may not administer local anesthesia except under the new community health center provisions

Adds a definition of "physician" as someone licensed under the Medical Practice Act of 1987 to practice medicine in all branches, explicitly excluding chiropractic physicians
