Requires the Department of Agriculture and Department of Natural Resources to conduct a joint study on dust storm threats and agricultural corrective actions, with findings due to the Governor and General Assembly by December 1, 2027.

Responds to recent severe dust storms in Illinois, including a May 2025 storm affecting northern Illinois and Chicago, and a 2023 I-55 storm in Sangamon/Montgomery counties that caused over 70 accidents, 37 injuries, and 7 fatalities.

Directs evaluation of agricultural solutions including vegetative windbreaks, cover crop adoption, and permaculture practices to reduce exposed soil and mitigate dust storm occurrences.

Mandates coordination with the Illinois Emergency Management Agency and Office of Homeland Security to assess short-term and long-term dust storm threats and develop public protection protocols.

Authorizes consultation with other state and federal agencies and solicitation of information from entities impacted by past dust storms or likely to be affected by future events.
