Creates a 26-member SNAP Response Working Group under the Illinois Commission to End Hunger to evaluate the impact of federal changes to the Supplemental Nutrition Assistance Program (Public Law 119-21) on Illinois residents.

Requires a preliminary report to the General Assembly by January 1, 2027, outlining federal SNAP changes, the number of residents impacted, initial recommendations for state action, and projected costs to maintain SNAP in federal Fiscal Year 2028.

Requires a full report by April 1, 2027, with impact analysis, final recommendations to prevent or mitigate harm, updated cost projections, and potential cost savings.

Working Group membership includes state legislators, representatives from the Governor's office, state agency directors, food banks, advocacy organizations for children, older adults, people with disabilities, and unions representing state benefits administrators.

The Working Group dissolves on May 31, 2027, and all reports must be published on the Department of Human Services website.
