Adds utility-scale brownfield site photovoltaic projects over 5,000 kilowatts and utility-scale solar projects to the list of High Impact Businesses eligible for designation within enterprise zones under the Illinois Enterprise Zone Act

Defines "brownfield site photovoltaic project" as photovoltaic systems interconnected to electric utilities, municipal utilities, public utilities, or electric cooperatives where at least 50% of the acreage is located on property regulated under U.S. EPA or Illinois EPA programs

High Impact Business designation provides an initial 20-year term with option for renewal up to an additional 20 years

Amends both the Illinois Enterprise Zone Act and the Illinois Power Agency Act to accommodate these changes
