Amends the Illinois Election Code to change how precinct voter limits are calculated in counties with fewer than 3,000,000 inhabitants, basing the 1,200 voter threshold on registered voters who cast a ballot in person on the most recent general election day rather than total registered voters

Standardizes the precinct size for Board of Election Commissioners jurisdictions to 1,800 registered voters statewide, eliminating the previous distinction between counties with fewer than 3,000,000 inhabitants (1,200 voters) and those with 3,000,000 or more (1,800 voters)

Grants County Boards explicit authority to consolidate election precincts in addition to redividing or readjusting them at their regular June or adjourned July meetings
