Increases the maximum number of registered voters per election precinct from 1,200 to 1,800 for counties with fewer than 3,000,000 inhabitants, matching the current standard for larger counties (Cook County)

Eliminates the two-tier precinct size system that previously required smaller precincts (1,200 voters) in less populous counties and larger precincts (1,800 voters) only in counties with 3,000,000+ inhabitants

Requires County Boards to divide precincts at regular June meetings or adjourned July meetings, with authority to redivide, consolidate, or readjust precincts as needed

Mandates precinct boundary changes after each decennial census following congressional and legislative redistricting to maintain the 1,800-voter target

Applies statewide to all precincts, including those using voting machines or electronic voting systems, with exceptions for apartment buildings where more than 1,800 registered voters reside
