Amends the Illinois Election Code to allow election authorities to establish additional vote centers beyond the minimum required, where any registered voter can cast a ballot regardless of precinct.

Establishes tiered minimum vote center requirements based on county size: counties with 250,000+ registered voters must have at least one center per 12,500 voters on election day, scaling up during early voting periods.

Requires election authorities to consider multiple factors when selecting vote center locations, including proximity to public transportation, accessibility for persons with disabilities, and proximity to historically under-represented communities.

Changes post-election retabulation requirements from 5% of precincts to 5% of election day equipment used, with random selection by the State Board of Elections ensuring all voting devices have equal chance of being audited.

Removes the July 1, 2029 repeal date for the existing vote center provisions, making the program permanent.
