Requires autonomous vehicle operators to obtain permits from the Secretary of State, submit detailed vehicle descriptions, and pay a $2,500 application fee per vehicle

Mandates comprehensive insurance coverage of $3,000,000 per personal injury instance (up to $6,000,000 total) and $1,000,000 per property damage instance (up to $2,000,000 total)

Establishes a review committee within the Department of Transportation to oversee pilot projects and requires operators to develop law enforcement interaction plans and first responder safety plans

Holds autonomous vehicle operators financially responsible for all crashes and traffic violations when the automated driving system is engaged, regardless of fault
