Amends the Illinois Lottery Law to allow licensed lottery sales agents to enter into agreements with third-party entities to assist with processing lottery ticket sales on their behalf

Requires licensed sales agents to submit a copy of any third-party agreement to the Lottery Control Board within 5 business days of execution

Mandates that agreements prohibit commingling of terminal usage at the location and restrict ticket sales only to persons physically located in Illinois

Prohibits third-party entities from sharing or selling user data to unaffiliated entities and requires compliance with all Board rules related to lottery ticket sales

Takes effect immediately upon becoming law
