Extends the deadline for alternative retail electric suppliers to publish notice of certification applications in the official State newspaper from 10 days to 14 days after filing.

Increases the Commission's timeline to issue orders granting or denying applications from 45 days to 60 days after a complete application is filed and notice is published.

Requires the Commission to evaluate applicants' commitment to managing sales and marketing staff through affirmative managerial policies, independent audits, technology, hands-on field monitoring, and training when assessing technical, financial, and managerial resources.

Adds consideration of an applicant's in-state managerial presence for those with sales personnel or agents operating within Illinois.

Expands certification requirements to include compliance with applicable tariffs (in addition to existing rules, policies, practices, and procedures) for the interconnected electric transmission system.
