State Board of Education must develop statewide guidance for school districts and educators on using technology-based learning resources in K-12 education by July 1, 2027, with continuous updates thereafter.

Guidance must include explanations and examples of classroom technology tools (such as Canvas, Blackboard, and Google Classroom), and how these resources can inform teaching practices at district, school, and classroom levels.

Privacy requirements must be addressed, including how districts can evaluate privacy concerns and information about federal and state student-data privacy laws relevant to technology-based learning resources.

State Superintendent may convene a statewide stakeholder council to consult on guidance development, which must include at least 2 practicing classroom teachers and represent the ethnic, racial, and geographic diversity of Illinois.

Council membership must include expertise in technology-based learning resources and span early childhood, elementary, middle, and high school settings.
