Requires owners/operators seeking removal funding to register the tank, pay all Gasoline Storage Act fees, and notify both the Illinois EPA and Office of the State Fire Marshal of intent to remove.

Applies a $5,000 deductible for removal costs of tanks over 30 years old, matching the deductible for releases reported after June 2010.

Excludes U.S. Government-owned tanks and tanks containing fuel exempt from Motor Fuel Tax Law from fund eligibility.

Prohibits reimbursement for costs already covered by private insurance, other written agreements, or court orders.
